Duties and Responsibilities:

  • Furnish the Contracting Officer and/or, as directed, their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements.
  • Coordinate requests from the construction contractor and all NAVFAC supported clients.
  • Review Request for Information (RFIs) from the construction contractor, provide submittal review/analysis, and provide accurate, complete comments and recommendations from government construction team to the construction contractor.
  • Provide Quality Assurance (QA) of the adequacy of the construction contractor's quality control program and contract requirements.
  • Follow NAVFAC Business Process Management System (BPMS), Business Operations Plan (BOP) and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution of required tasks. The BPMS describes how NAVFAC provides products and services such as those listed below. The BOP explains the performance level for the construction management team and the NETOPS provides for interim guidance as procedures change due to identified issues.
  • Provide construction schedule review/analysis and notes/comments/recommendations. Ensuring that the contractor is in compliance with contract scheduling requirements and accepted scheduling practices.
  • Provide safety plan and activity hazard analysis review and notes/comments/recommendations.
  • Update and present construction project status reports and Construction Representative Reports (CRRs)
  • Utilize the electronic Construction Management System (eCMS) for contract management. If eCMS is unavailable, maintain working files by construction contract of all reports, correspondence, etc. in accordance with local office policies.
  • Monitor compliance with environmental protection requirements and document all findings. Review contractor submitted Environmental Protection Plan submittals, including, but not limited to, the EPA Notice of Intent (NOI) and Notice of Termination (NOT) forms for the National Pollutant Discharge Elimination System (NPDES) Construction Permit and Site-Specific Storm-water Pollution Prevention Plan (SWPPP) and all updates to the Site-Specific SWPPP and site-specific Best Management Practices (BMP) drawings in accordance with the Comprehensive, Regional Construction SWPPP. Prepare the EPA NOI and NOT for Government review and submission. Verify approved plan provisions are incorporated and maintained by the contractor. Incidents of potential threats to the environment (i.e. air quality, water quality, contamination/pollutants/solid/hazardous waste), cultural resources, or natural resources/endangered species/biosecurity issues shall be brought to the immediate attention of the appropriate Government representative by telephone, followed by a written notification within 3 business days.
  • Provide review/analysis and notes/comments/recommendations about the (daily/weekly) construction quality control and production reports.
  • Provide review/analysis and notes/comments/recommendations on Contractor's Requests for Payment and completion of monthly pay estimate worksheet for each construction contract.
  • Review and ensure as-built drawings/schedules are updated.
  • Witness acceptance testing of critical systems as dictated by BPMS/NETOPS/BOP. Should there be conflicts within these directives, coordinate responsive actions with the COR. See COR for further guidance.
  • Coordinate with Government representatives and key players on required inspections and the coordination meetings such as the NAVFAC Red Zone meeting (coordination meeting typically held at 75% project completion.
  • Assist in the preparation of contract modifications, including the preparation of independent estimates and reviewing the construction contractor's cost proposal, with the consent of the construction contractor submitting the proprietary data.
  • Provide Claims and Delays Analysis.
  • Provide review/analysis and notes/comments/recommendations of the construction plans and specifications to determine the constructability of the facility.
  • Provide review, comments and recommendations for the interim and final DD 1354 documentation.
  • Review the construction contractor's GIS database for As-Builts to ensure contract compliance with GIS requirements for underground utilities.

Required Qualifications:

  • Bachelor's degree from an accredited Architectural or Engineering college curriculum AND a minimum of 5 years Construction Management experience. U.S. Professional Engineering/Architecture Registration is not required.
  • One (1) year of specialized experience in capital improvements related projects for NAVFAC or U.S. Army Corps of Engineers (USACE).
  • Experience in preparing correspondence and written reports and in briefing management personnel.
  • The ability to communicate effectively in English both orally and in writing.
  • USACE Construction Quality Management (CQM) #784 course. If the individual does not have a current certification, obtain the CQM for Contractors course certification within 90 days after employment.
  • Complete the 40 hour Construction Safety Hazard Awareness Training for Contractors Course.
  • Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation.
  • Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties.
  • Be able to obtain security clearance as required to perform the requirements.

Preferred Qualifications:

  • Experience with Department of Defense (DoD) Unified Criteria Program (UFCs and UFGS) in particular UFGS 31 23 00.00, UFGS 33 52 10, UFGS 33 52 23.15, UFGS 33 52 80, UFC 3-460-01, and UFC 3-570-01.
  • Experience in installing cathodic protection and ensure catholic protection systems are designed by a NACE certified Corrosion Specialist or Cathodic Protection Specialist or a registered professional Corrosion Engineer.
  • Experience in mechanical POL piping fabrication, welding, and non-destructive examination and pneumatic/hydrostatic testing be in accordance with ANSI/ASME B31.3 and UFGS specification appropriate for the system service.
  • Experience in developing and analyzing construction schedules, (i.e. Primavera P6, MS Project, Schedule Analyzer reports, etc.).
  • Ability to accurately calculate construction costs adjusted to reflect costs in the locality where the construction is performed and to apply such knowledge to price the value of needed work, and negotiate equitable adjustments.
  • Experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, MS Project etc.), Primavera, CostWorks, and Success Estimator, etc.
  • Complete the SF-85-P, Questionnaire for Public Trust Positions. Each task order shall establish necessary 4 base/building access requirements.
  • Be able to travel and possess a passport.
