The Technology Platforms Division (TPD) drives the growth of the Rakuten Ecosystem by delivering innovative, high-quality technology platforms characterized by integrated control and strategic partnerships.
Within TPD, the Telecom Business Application Supervisory Department (TBASD) develops and maintains a unified, high-quality Business Support System (BSS) for Rakuten Mobile. We deliver agile, scalable solutions across the customer lifecycle and continuously enhance system performance through close collaboration with stakeholders.
Department Overview
At BSS Development Department (BSDD), we are managing and evolving the Business Support Systems (BSS) platform, a critical backbone of Rakuten Mobile services. The main functions that BSS provides are: end-customer touchpoints (front-ends, mobile applications for onboarding and for plan management), billing and integration with the core systems of Rakuten Mobile.

Why We Hire
The MVNE (Mobile Virtual Network Enabler) Group is currently undergoing a strategic transformation. To maintain operational excellence and ensure uninterrupted service for our clients, we are seeking a highly capable Senior Technical Project Manager. This role will serve as the anchor for the MVNE business, acting as the primary bridge between our technical teams and our Japanese-speaking stakeholders. You will be the sole owner of the business’s operational success, ensuring that requirements are defined, schedules are met, and communication remains seamless.
Position Details
- Role: Senior Technical Project Manager (MVNE)
- Reporting: Reports directly to the Senior Manager
- Scope: Single Point of Contact (PIC) for the MVNE business unit
Responsibilities
- Stakeholder Management: Act as the primary liaison for Japanese-speaking internal and external customers
- Requirement Definition: Collaborate with Product Managers to translate business needs into clear, actionable system requirement specifications
- Integration Oversight: Coordinate with Project Managers to align technical integration schedules, manage dependencies, and resolve bottlenecks
- Strategic Reporting: Provide regular, high-level status reports to the Senior Manager regarding business health, project progress, and risk management
Mandatory Qualifications:
- Language: Business-level proficiency in Japanese (N2 level above or equivalent) is required to manage communication with Japanese-speaking clients and stakeholders
- Technical Background: Solid understanding of system integration, API/system architecture, and the Software Development Lifecycle (SDLC)
- Project Management: Proven track record of managing projects independently, including schedule tracking and risk mitigation
- Communication: Exceptional interpersonal skills; ability to negotiate and influence stakeholders across different cultures and technical levels
- Experience: At least 7 years in a technical role or technical project management
Desired Qualifications:
- Direct experience in the Telecommunications, MVNO, or MVNE industry
- Experience working in a "bridge" role between Japanese and non-Japanese teams
- Ability to perform data analysis to support decision-making
- Certification in PMP, PRINCE2, or Agile/Scrum methodologies
