Job Description: 組織説明 楽天モバイルの渉外部は、社内外の多様なステークホルダーをつなぎ、事業成長を後押しするコミュニケーションハブとしての役割を担っています。 通信業界には、多くの企業やパートナーとの連携によって成り立つプロジェクトが数多く存在します。当部門では、こうした社外パートナーとの関係構築や協業推進を通じて、楽天モバイルの事業推進に貢献しています。 また、社内では経営層を含め、ネットワーク部門・サービス部門など幅広い関係者と連携しながら、複数のプロジェクトを推進します。 さまざまな立場の関係者を巻き込みながら合意形成を行い、事業を前進させるダイナミックな役割を担うことができます。 ■ このポジションの魅力 ・国内主要通信事業者やパートナー企業との協議・交渉を経験できる ・通信事業の根幹となる相互接続戦略に携われる 技術・ビジネス・規制の3つの観点から幅広い知識を習得できる ・業界全体の制度設計や接続ルール策定に関与できる 業務内容 楽天モバイルの相互接続業務を担当頂きます。 国内外の通信事業者との接続協議や契約交渉、ネットワーク接続に関する技術・運用調整を通じて、円滑な通信サービスの提供を支える重要なポジションです。 ■主な業務内容 ・通信事業者との相互接続（Interconnection）に関する折衝・調整 ・接続契約、料金、運用条件等の協議・交渉 ・IMS、SIP、音声・SMS接続等に関する技術調整 ・MNP/FNP、番号計画に関する業界調整 ・相互接続に係る社内関係部署との連携 コアネットワーク/サービス運用/法務/財務/規制対応部門 ・接続品質や障害発生時のエスカレーション対応 ・新規事業者との接続スキーム検討および導入推進 単なる調整役ではなく、社内外の多様なステークホルダーを結び付けながら、プロジェクトの方向性を整理し、合意形成をリードしていくポジションです。 渉外部の本部長は当社幹部(取締役)が兼任し、配下に6課1室を設置。部の社員数は20名以下の少数精鋭の組織です。 必須要件 ・社内外複数関係者との調整・折衝経験 ・課題整理およびプロジェクト推進経験 ・英語によるビジネスコミュニケーション能力（社内） ・TOEIC600点以上または同等の英語力 歓迎要件 ・通信業界での実務経験 ・ネットワークまたは通信技術に関する知識 ・SIer・ITベンダーでのプロジェクトマネジメント経験
