Position Overview
This position will play a key role in connecting AIRoA’s Physical AI-related initiatives to the broader context of building the industrial foundation for Physical AI across government, public institutions, industry, and academia, while promoting public-private collaboration to advance the Physical AI and robotics ecosystem in Japan.
The role requires understanding the policy directions, expectations, and perceived challenges of government and public-sector stakeholders, while also identifying practical challenges and growth opportunities faced by industry players, research institutions, and startups. Based on these insights, the position will help shape and propose the institutional frameworks, support measures, and collaborative models necessary for the development of the ecosystem.
In addition, this role will support AIRoA in functioning as a neutral hub that bridges industry, research, and policy, facilitating dialogue, collaboration, and shared understanding among a wide range of stakeholders.

本ポジションは、弊協会のフィジカルAIに関する活動を、政府・公的機関・産業界・学術界を横断する「Physical AIの産業基盤形成」という文脈に接続し、日本におけるフィジカルAI・ロボティクス領域の発展に向けた官民連携を推進する役割を担います。
政府・公的機関の政策方針、期待、課題認識を把握すると同時に、産業界・研究機関・スタートアップ等の現場課題や成長機会を整理し、AIRoAとして必要な制度設計、支援施策、連携のあり方を構想・提言できる状態をつくっていただくとともに、AIRoAを業界・研究・政策を横断する中立的なハブとして機能させ、関係者間の対話・連携・共通認識形成を推進いただきます。
Key Responsibilities
- Build relationships and drive communication with government and public-sector organizations, including METI, NEDO, the Cabinet Office, MIC, and MEXT
- Monitor policy trends, regulatory frameworks, budget priorities, and public-sector initiatives, and align them with AIRoA’s activities and strategic direction
- Identify and structure industrial, research, and social implementation challenges within the Physical AI and robotics domains
- Understand expectations, requests, and concerns from government stakeholders and provide feedback and insights internally within AIRoA
- Facilitate issue development and consensus-building through dialogue with industry leaders, academic institutions, research organizations, and startups
- Plan and develop policy proposals, briefing materials, issue papers, and external communication content
- Plan and promote public-private partnership initiatives, committees, study groups, and cross-industry collaboration efforts
- Design government relations and stakeholder engagement strategies in collaboration with AIRoA’s technology, research, business, communications, and executive teams
- Support communication and coordination with policymakers, related organizations, and external stakeholders as needed

Requirements
Required Qualifications:
- Experience in government relations, stakeholder engagement, or negotiations with central government ministries, independent administrative agencies, public institutions, industry associations, or equivalent organizations
- Ability to understand policies, regulatory frameworks, industrial structures, and public-sector initiatives, and connect them effectively to organizational activities and strategies
- Ability to organize complex issues and drive alignment among diverse stakeholders with differing perspectives and interests
- Ability to lead projects, prepare materials, and manage execution timelines while coordinating internal and external stakeholders
- Ability to independently structure highly abstract topics and design strategic directions and approaches

Preferred Qualifications:
- Hands-on experience collaborating and negotiating with organizations such as METI, NEDO, the Cabinet Office, MIC, and MEXT
- Knowledge of AI, robotics, semiconductors, startups, industrial policy, or related domains
- Practical experience in public-private partnership projects, consortiums, industry associations, or similar collaborative initiatives
- Experience in policy proposals, institutional design support, public affairs, or government relations activities
- Experience contributing to international standardization, rulemaking, or research policy initiatives
- Experience building relationships with policymakers, expert panels, policy study groups, or related stakeholders
- Ability to communicate and gather information effectively in English

●Our Office
We currently operate out of a spacious office and research facility of over 1,000 m² located in the Ryutsu Center area. In this space, our business teams and engineering teams work in close collaboration, advancing both day-to-day operations and R&D with AI robots always close at hand. The facility is frequently visited not only by members of the AI Robot Association, but also by engineers and researchers from partner companies and representatives from member companies. As a result, it serves as a hub where diverse experts at the forefront of AI and robotics gather and interact.
