The opportunity

We’re looking for a External Skills Levy Manager who will lead the delivery of new build Industrial Training Board levy draw down to optimise the use of levy funds to drive continuous improvement by ensuring that training, and activities associated with skills, contribute to the success of the projects. EDF intends to benefit significantly from ECITB’s support in levy draw-down and grant funding for training, discretionary funding, new entrants (Apprenticeships/Graduates) and ‘special’ funding meaning that the individual will need to work closely with Construction/Site, Pre-Operations and HR training needs to understand and support their training needs. The role will identify ‘value add’ interventions from ECITB, understanding the ECITB strategic position and opportunities for mutual.

This role is home based, with frequent travel around the fleet expected.

What you’ll be doing
Within this role, you’ll collaborate with internal and external stakeholders; to drive clarity of roles and responsibilities, governance, and measurement models for implementing levy draw down and assessing the positive financial impacts. This will be achieved by:

  • Report activities through a dashboard showing KPIs to Construction Skills Working Group (the governance body that reports to the Construction Skills Strategy Group under Site Director) and also reporting into HPC Organisation Capability Committee.
  • Development and management of a Levy Working Group which will act as the focus for training development requests in co-ordination with NNB Training.
  • Medium term spend profile for ECITB levy recovery.
  • Regular reporting via dashboard on finances to budget holder(s).
  • Management of the ECITB MSB portal entries.
  • Impact Assessments on quality assurance in relation to training interventions.
  • In collaboration with EAUs, PMOs and NSA, creation of training courses, interventions, course developments and associated quality assurance tests in relation to the MEH phase where gaps are identified and agreed.
  • Co-ordination of inputs from PMOs to the ECITB Levy Working Group.
  • Optimising co-ordination between ITBs for the benefit of the projects.

Who you are
You must have credibility in project workforce planning, strong skills in communicate with others in a logical manner and senior level stakeholder engagement experience. The environment is one which is full of variety and change, but the person(s) fulfilling the roles should be prepared to work within the parameters of the organisation. They should be a self-starter, enthusiastic, self-confident, logical, systematic and precise.

The successful candidates will have demonstrable understanding of the ECITB, its operational structure and remit to operate, a knowledge of major project/business workforce skills requirements and of the UK training and skills market, provider capability and associated funding regimes and be competent to leverage these options to the benefit of the project.

You’ll have the ability to create and maintain robust processes for future recovery, will be an experienced senior manager with demonstrable track record in setting up and delivery of large-scale training programmes with experience of large-scale organisational change in a diverse and challenging environment.

You will also have a strong commercial focus and capable of performing in a commercially focused programme management environment where the achievement of contract milestones to quality and cost is fundamental to the success of the business, strong negotiation and influencing skills with experience in customer and stakeholder relations and excellent organisational, communication and influencing skills.
