Sr. Manager, Trade Compliance, Global Trade Services

Amazon's Global Trade Services (GTS) team is seeking a Senior Trade Compliance Program Manager to join our Japan Trade Compliance team. This role is responsible for managing Japan's import and export compliance programs, ensuring adherence to the Customs Act (関税法), Customs Tariff Act (関税定率法), Foreign Exchange and Foreign Trade Act (外国為替及び外国貿易法), and other applicable trade regulations.
The successful candidate will serve as a subject matter expert (SME) on Japan trade compliance, working cross-functionally with internal stakeholders including Supply Chain, Legal, Tax, Finance, and Operations teams to ensure compliant and efficient import and export operations in Japan.
Key job responsibilities
•Manage Japan import compliance programs including tariff classification (HS codes), customs valuation, country of origin determination, and FTA/EPA utilization
•Oversee customs broker management including SOP development, performance monitoring (QBR/scorecard), and issue resolution
•Prepare and submit import amendment filings (修正申告) as required
•Serve as primary point of contact with Japan Customs authorities during Post Entry Audits (事後調査) and other regulatory engagements
•Manage export control compliance programs including classification (リスト規制), controls (キャッチオール規制), and license application management
•Maintain and enhance the internal compliance program (内部管理規程/ICP) for export control
•Manage end-use/end-user screening processes
•Develop and maintain Standard Operating Procedures (SOPs) for trade compliance operations
•Build and maintain metrics/KPIs to measure program health and identify areas for improvement
•Partner with technology teams to identify automation opportunities and drive system enhancements
•Monitor regulatory changes and assess business impact; communicate updates to relevant stakeholders
•Engage with industry groups and government bodies on regulatory developments; provide trade law expertise to inform Amazon's policy positions
•Manage internal and external audit responses and corrective action plans
•Deliver compliance reporting and risk assessments to senior leadership
A day in the life
You'll manage how goods move into and out of Japan — handling import clearances, export controls, and broker relationships day to day. When customs issues arise, you're the person teams turn to for answers. Beyond operations, you'll lead strategic planning for Japan's trade programs — writing strategy documents, presenting to senior leaders, and driving discussions that shape the direction forward. You'll partner across supply chain, legal, tax, and finance, collaborate with Japan Customs authorities, and work with technology teams to automate and improve processes. Basic Qualifications

- 7+ years of compliance, audit or risk management experience
- Knowledge of Microsoft Office products and applications at an advanced level
- Bachelor's degree or equivalent
- Speak, write, and read fluently in Japanese at a business level or above (N1+)
- Experience using English communication skills, both written and verbal, to foster seamless interaction with stakeholders at all levels

Preferred Qualifications

- Project Management Professional (PMP) or equivalent certification
- Experience leveraging technology and implementing lean principles / Six Sigma methodologies to drive process improvements or equivalent
- Master's degree or equivalent
- Licensed customs broker
- 3+ years of Product Safety & Compliance Law experience
