【募集の背景 / Purpose & Scope】
Medical Operations Specialist act as a strategic lead for value generation, operational excellence, and mindset/behavior change within Medical Affairs Japan.
In this role, you will develop and enable the Medical Affairs (MA) Digital Strategic plan that encompasses all digital capabilities and channels across MA, Japan and relevant functions. You will lead strategy, implementation and operation of MA digital capabilities and channels, working in partnership with MA Operational Excellence and all related stakeholders, i.e. Local Brand Teams(LBTs), Global/Regional MA Operations, Japan MA Teams (JMATs), Medical Communications, Commercial, M&D Functions and relevant support functions (DigitalX, E&C, Legal, Finance). Leveraging your expertise, you’ll execute the Medical Affairs Digital Technology Strategic plan, its agreement and implementation. Additionally, you will oversee and manage system/platform maintenance and their evolution to ensure that solutions continue to create significant business value across countries, regions, and MA globally.
Additionally, you will focus on Educational Grants and lead the end to end planning, execution, and continuous improvement of the external medical education portfolio. You will ensure that education initiatives are strategically aligned, scientifically credible, compliant, measurable, and future ready, thereby strengthening Astellas’ contribution to patient care through the advancement of clinical knowledge and practice. You will own the external education operating model for MA JP and serve as a subject matter expert (SME) for governance, partner engagement, and quality standards.

Digital Transformation Strategy and Roadmap Development and Execution
・Develop and continuously refine the MA Japan Digital Transformation Strategy, aligned with Digital Transformation Strategy in Global MA and relevant functions(e.g., Digital X and Japan Commercial)
・Define a multi-year roadmap covering:
•Development of Japan RWD infrastructure and platform for MA Impact visualization
•Application of AI and advanced analytics for business enhancement and optimization
•Evolution and management of MA Digital capabilities(e.g., AGILE-MI, Veeva CRM/Vault)
・Identify priority initiatives based on patient impact and business value
Champions capabilities and initiatives within the organization:
•Manages and leads initiatives aligned with agile methodology that promote the ongoing evolution and management of Medical Affairs digital capabilities based on stakeholder needs, feedback, technology, emerging trends, industry practices and data privacy/legal requirements. Keeps stakeholders informed of important changes in each of their respective areas while driving projects within the MA Innovation Capability Enablement portfolio and roadmap.
Embed Innovation / Capabilities
•Champions MA digital innovation and capabilities within the organization to heighten awareness and position the function as a key business resource by establishing credibility and integrity with key stakeholders.
Facilitate Knowledge Sharing
•Brings strategic storytelling and strong collaboration across departments to develop and define customer-centric digital strategy and drive customer engagement.
Operational Excellence
•Responsible for leading and/or participating in operational process reengineering related to digital repositories/channels.
Collaboration Focus
•Partners with DigitalX and Commercial to assure the best technology and methods are implemented to manage information consistent with digital governance and standards. In conjunction with DigitalX, performs strategic analysis of business needs and proposed technology solutions for new systems and decommissioning of systems.
Budget and Objectives Management
•Accountable for meeting budget objectives, projects goals, and department priorities.
Problem Solving
•Recognizes and anticipates problems. Translates solutions into viable action plans at a global level that are effectively disseminated and implemented through cooperation of stakeholders.
External Education Strategy & Portfolio Leadership
•Lead the MA-JP external medical education portfolio as a key channel to address unmet educational needs.
•Partner with MA-JP Brand Heads to define education priorities and execution plans aligned with scientific and medical objectives, while maintaining a cross-brand portfolio view to enhance impact and reduce duplication.
•Drive future-ready education approaches, including digitally enabled and scalable learning solutions.
Governance and Standards
•Serve as the owner of Regional Educational Grants and as secretariat for the Educational Grants review committee, supporting review processes, documentation, and External Funding submissions in line with Astellas processes.
•Identify risks and implement mitigation actions in collaboration with Legal and Compliance, while strengthening execution through standard processes, templates, and training.
•Act as the compliance SME for external education, ensuring adherence to company policies, industry standards, and applicable regulations.
Cross-Functional Collaboration
•Collaborate with Medical, Field Medical, and relevant stakeholders to align education initiatives with scientific priorities and insights, ensuring integration with broader medical strategies.
Measurement and Continuous Improvement
•Define success metrics and ensure consistent measurement and documentation of outcomes.
•Drive continuous improvement through insights, evaluation, and portfolio optimization.
Budget and Contract Accountability
•Support financial planning, budget management, and vendor governance to ensure effective resource allocation.
•Lead contract agreement with medical society as MA-JP representative
•Maintain updated contract templates in collaboration with Legal and E&C, ensuring compliance with applicable laws, regulations, and guidance related to external education.

<必須 / Required>
•Master’s degree, or equivalent, in science or health-related field required.
•Minimum 5 years’ experience in the pharmaceutical industry in a science/medical based function, with a minimum 3 years MA experience
•Developed and implemented successful strategies and programs for various products and/or processes.
•Extensive experience leading the planning, execution and communication of Medical Affairs strategies and tactics.
•Developed and implemented digital strategies to drive operational excellence and enable data-driven decision making across Medical Affairs
•Strong track record for Communication and Collaboration in a matrix organization.
•Demonstrated knowledge of tools used by pharmaceutical industry to support collection of business operations data, such as CTMS, Veeva CRM, Salesforce, Adobe, Planisware, SharePoint, etc.
•Strong track record of working in an agile methodology.
•Business Level English skills and competency.
•Demonstrated planning and organization skills, attention to detail, execution, and follow-through.
•A Change management mindset and the ability to lead teams through change.
•Effective management skills, including the ability to effectively motivate and manage cross- functional teams.
•Excellent interpersonal and negotiating skills; ability to work effectively with all levels of staff and management.
•Demonstrated ability to manage multiple complex projects simultaneously.
•Strong and effective strategic thinker and problem solver with high degree of emotional intelligence, with the ability to both recognize and anticipate problems.
