Location: Kadena Tank 150 Project Site, Japan (OCONUS)

- Anticipated field start: January/February 2027
- Period of Performance (POP): Through July 2027
ECC is looking for a Site Superintendent – Fuels for the Kadena Tank 150 project in Japan. This position is responsible for overseeing and coordinating all on-site construction activities to ensure work is completed safely, efficiently, and in accordance with contract requirements, project schedules, and quality standards. The Site Superintendent serves as the primary field leader and coordinates closely with project management, quality control personnel, subcontractors, and client representatives. In this position you will:
- Provide day-to-day oversight and coordination of all field construction activities
- Manage subcontractors and project personnel to ensure efficient project execution
- Ensure construction activities are performed in accordance with approved plans, specifications, and contract requirements
- Coordinate project schedules, manpower, equipment, and material deliveries
- Monitor and report project progress and assist in resolving field issues
- Coordinate closely with the Quality Control Manager to ensure quality requirements are incorporated into daily activities
- Support implementation of project safety requirements and company policies
- Participate in project meetings, inspections, and client communications
- Maintain accurate project documentation, including daily reports and field records
- Plan and coordinate work activities to minimize disruptions and maximize productivity
- Ensure compliance with applicable environmental, safety, and quality requirements
- Perform additional duties as assigned in support of project objectives
Requirements:
- Minimum five (5) years of Site Superintendent experience; up to two (2) years of experience as an Assistant Site Superintendent may be counted toward this requirement
- Qualifying experience must have been obtained within the last ten (10) years
- Experience as a Site Superintendent or Quality Control Manager on similar size and type construction contracts
- Experience with fuels-related major construction trades, including Electrical, Mechanical, Civil, and Coatings work
- Equivalent commercial construction experience may be considered if it includes Electrical, Mechanical, Civil, and Coatings trades
- Strong leadership, planning, and organizational skills
- Ability to communicate effectively with project personnel, subcontractors, and client representatives
- Ability to manage multiple construction activities simultaneously
- Proficiency with Microsoft Office applications and construction management software
- Must possess a valid passport or be able to obtain one prior to deployment
- Must be eligible to obtain and maintain SOFA (Status of Forces Agreement) status for work in Japan
- Ability and willingness to work OCONUS in Japan
- Education: Bachelor's degree in Engineering, Construction Management, or a related field preferred. A degree in Engineering, Construction Management, or an applicable project-related field may be substituted for up to two (2) years of the required experience
Required Certifications:
- Must meet the Site Superintendent qualification requirements identified in UFGS 01 30 00
- Required certifications and qualifications must remain current throughout the POP
Preferred Qualifications:
- Previous experience on Department of Defense construction projects
- Experience overseeing fuels-related construction projects
- Experience with fuel storage tank repair, maintenance, or rehabilitation projects
- Familiarity with USACE and NAVFAC construction requirements
- Experience working on projects in remote or OCONUS locations
ECC targeted base salary range is $125,000 to $130,000 annually.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
