Location: Kadena Tank 150 Project Site, Japan (OCONUS)
Project Schedule:
- Anticipated field start: January/February 2027
- Period of Performance (POP): Through July 2027
ECC is looking for a Quality Control Manager – Fuels for the Kadena Tank 150 project in Japan. This position is responsible for implementing and managing the project's quality control program to ensure all work is performed in accordance with contract requirements, approved plans and specifications, applicable regulations, and industry standards. The Quality Control Manager will work closely with project staff, subcontractors, and client representatives to maintain compliance throughout all phases of construction. In this position you will:
- Work on-site to ensure construction activities are performed in accordance with contract specifications, approved submittals, applicable codes, and project requirements
- Manage and implement the project Quality Control Plan and associated quality management processes
- Coordinate and document the Three-Phase Control Process, including Preparatory, Initial, and Follow-Up inspections
- Conduct and document inspections to verify compliance with project requirements
- Review and coordinate submittals, RFIs, testing requirements, and quality-related project documentation
- Ensure that all materials and equipment received on-site comply with contract requirements and approved submittals
- Monitor subcontractor performance and verify compliance with quality standards
- Coordinate testing activities and maintain accurate quality control records
- Prepare quality reports, logs, deficiency notices, and corrective action documentation
- Work closely with project management, subcontractors, and client representatives to resolve quality concerns
- Maintain organized project records and ensure all required documentation is uploaded to project management systems in a timely manner
- Participate in project meetings and client communications as required
- Perform additional duties as assigned in support of project objectives
Requirements:
- Minimum five (5) years of Quality Control experience; up to two (2) years of experience as an Assistant Quality Control Manager may be counted toward this requirement
- Qualifying experience must have been obtained within the last ten (10) years
- Experience as a Site Superintendent or Quality Control Manager on similar size and type construction contracts
- Experience with fuels-related major construction trades, including Electrical, Mechanical, Civil, and Coatings work
- Equivalent commercial construction experience may be considered if it includes Electrical, Mechanical, Civil, and Coatings trades
- Strong written and verbal communication skills
- Ability to effectively coordinate with project teams, subcontractors, and client representatives
- Proficiency with Microsoft Office applications and construction management software
- Must possess a valid passport or be able to obtain one prior to deployment
- Must be eligible to obtain and maintain SOFA (Status of Forces Agreement) status for work in Japan
- Ability and willingness to work OCONUS in Japan
- Education: Bachelor's degree in Engineering, Construction Management, or a related field preferred. A degree in Engineering, Construction Management, or an applicable project-related field may be substituted for up to two (2) years of the required experience
Required Certifications:
- Current USACE or NAVFAC Quality Control Management Certification
- Certification must remain current throughout the POP
- Certification must have been completed within five (5) years prior to onsite performance
Preferred Qualifications:
- Previous experience on Department of Defense construction projects
- Experience managing quality control programs on fuels-related construction projects
- Familiarity with USACE and NAVFAC quality control procedures
- Experience with electronic project documentation systems
ECC targeted base salary range is $125,000 to $130,000 annually.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
