Responsibilities

Peraton requires IT Specialist to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3. This role is in Camp H.M. Smith, HI.

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.

The IT Specialist performs Tier one and two network support in accordance with the SIE OPORD. This position provides administration of network and communications systems, including, but not limited to, IT Specialist systems. The IT Specialist must have solid technical skills, with experience in a variety of network protocols, software, and hardware involved in IT Specialist operations.

Duties include but are not limited to:

  • Engineers enterprise RF networks operating in UHF, L and C, and Ku frequency bands
  • Establishes and operates RF network test facilities
  • Works with vendors, the Government, carriers, and technical staff on RF network implementation, optimization and ongoing management
  • Provides high-level support and technical expertise in RF technology
  • Analyzes systems hardware and software problems and develops technical solutions
  • Writes and maintains detailed systems documentation, including user manuals and technical manuals
  • Provides technical and operational support, as well as subject matter expertise for Frequency Division Multiple Accesses (FDMA), Time Division Multiple Access (TDMA), Code Division Multiple Access (CDMA) and Space Division Multiple Access (SDMA), Ultra High Frequency (UHF) Tactical Satellite (TACSAT), INMARSAT. Provides technical and operational support, as well as subject matter expertise for Broadband Global Area Network (BGAN), Global Broadcast Satellite (GBS), High-Performance Waveform (HPW), and other satellite communication (SATCOM) networks
  • Configures networks, monitors systems, activates remote terminals, as well as tracks and resolves SATCOM incident reports and problems related to baseband, intermediate frequency (IF), and RF communications
  • Develops and reviews Telecommunication Service Requests (TSRs), Telecommunication Service Orders (TSOs), Transmission Plans, and other documentation to determine SATCOM configuration requirements and alternatives and then report the results to the Government as required
  • Utilizes Government-provided tools and applications to develop network diagrams and cutsheets based on their analyses
  • Provides daily status reports on equipment, network availability, and network utilization using Save Government-provided tools and applications and enters outage and restoral information into the Government’s trouble management system
  • Represents USSOCOM and interfaces with software and hardware vendors for support issue
  • Troubleshoots, resolves, and optimizes network performance and/or related network problems
  • Installs operating system firmware, software, patches, and upgrades, etc
  • Maintains network access; documents, analyzes, and troubleshoots system anomalies to ensure optimum equipment performance
  • Provides training and support for tactical radio, SATCOM and communications systems
  • Provisions and maintains mobile devices (NIPR, SIPR and Gray), maintain and troubleshoot government network and AV equipment
  • Monitors the operation of network and SATCOM terminals to optimize. performance while taking actions as appropriate to prevent or limit hardware or software failure
  • Terminates, tests and troubleshoots secure/non-secure voice, video, data and radio frequency cable infrastructure
  • Troubleshoots wireless carrier network services such as voice, data, Short Message Service (SMS), Multimedia Messaging Services (MMS), data tethering, mobile hot spot, management of carrier mobile telephone numbers between devices, etc
  • Assists the Spectrum Managers in assessing potential interference issues by taking field measurements and complies with work around procedures to minimize interference effects
  • Plans and executes Out-of-Band-Key Transfer (OOBKT) and Over-The-Air Transfer (OTAT) for remote rekey of enterprise encryptors on multiple networks

Qualifications

Required Qualifications:

  • BS + 8 years of experience OR MS + 6 years of experience OR HS with 12 years of experience OR AA with 10 years of experience.
  • A DoD TS/SCI clearance is required
  • At least four years of experience in planning and operating HPW, FDMA, TDMA, DAMA, WCDMA, UHF TACSAT, INMARSAT, BGAN, GBS, and other commercial and military satellite communications systems.
  • Expert knowledge of satellite communications terminals and radios and how to interface with terrestrial systems (e.g., Voice over Internet Protocol (VoIP) gateways and other telephony systems)
  • Ability to plan and implement hybrid networks (e.g., terrestrial, satellite, and fiber)
  • Subject matter expertise in the theory associated with both commercial and tactical military satellite RF bands (e.g., L, C, X, Ku, and Ka)
  • Extensive knowledge and experience with commercial and tactical military satellite technology architectures, standards, systems, hardware, and software

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
