Technical Program Manager, Hyperscale Infrastructure Delivery Acceleration – GPU Capacity Expansion

About the Team

The Data Center Infrastructure Delivery team at Oracle Cloud Infrastructure is responsible for delivering the physical infrastructure that powers Oracle’s rapidly expanding cloud platform. As demand for AI, GPU capacity, and accelerated computing continues to grow, this team leads the delivery of high-density infrastructure programs across Oracle’s global data center footprint, with a strong focus on JAPAC regional expansion.

This team partners closely with Data Center Design, Construction, Engineering, Network Delivery, Capacity Planning, Supply Chain, Operations, Product, colocation providers, equipment vendors, construction partners, and field execution teams to deliver GPU infrastructure safely, efficiently, and at cloud scale.

This is a high-impact Technical Program Management role focused on accelerating complex, business-critical infrastructure programs that face aggressive timelines, technical complexity, schedule risk, execution gaps, or cross-functional blockers. The role requires deep infrastructure knowledge, strong program execution discipline, executive communication capability, and the ability to operate directly with regional teams, vendors, and data center partners to drive delivery outcomes.

Job Summary

Oracle Cloud Infrastructure is seeking a Technical Program Manager to drive GPU infrastructure delivery and acceleration programs across data centers in JAPAC and other global regions as needed.

In this role, you will own and drive strategic GPU capacity expansion programs from planning through construction readiness, tenant fit-out, power and cooling enablement, network readiness, rack deployment, commissioning, validation, operational handover, and customer readiness.

You will be responsible for quickly assessing project health, identifying technical blockers, challenging schedule assumptions, driving recovery or acceleration plans, and coordinating execution across multiple internal and external organizations. Success requires the ability to understand the full end-to-end infrastructure build sequence, identify critical path risks, and align cross-functional teams around clear owners, dates, decisions, and escalation paths.

This is not a routine program tracking role. The ideal candidate is a highly technical, execution-focused TPM who can enter a complex infrastructure program, rapidly determine what is blocking progress, drive resolution across organizational boundaries, and provide clear executive-level visibility into risks, decisions, and delivery timelines.

This role requires strong ownership, sound judgment, global mobility, and the ability to operate effectively in fast-moving, high-pressure environments with significant autonomy.

Key Responsibilities

Infrastructure Program Delivery and Acceleration

  • Lead multiple high-priority GPU infrastructure expansion programs across Oracle Cloud data centers, with a primary focus on JAPAC and additional global regions as required.

  • Own program execution from planning through commissioning, validation, operational handover, and customer readiness.

  • Quickly assess project health, identify schedule risks, execution gaps, technical blockers, dependency issues, and ownership gaps.

  • Develop and drive recovery or acceleration plans for programs that are behind schedule, blocked, or at risk.

  • Challenge assumptions in project schedules, build plans, delivery commitments, and dependency models to ensure plans are realistic, executable, and optimized for speed.

  • Maintain a strong delivery acceleration mindset, continuously identifying opportunities to compress timelines, remove blockers, improve sequencing, and increase execution velocity without compromising quality, safety, or operational readiness.

End-to-End Data Center Infrastructure Execution

  • Manage complex infrastructure builds across the full delivery lifecycle, including site readiness, construction dependencies, tenant fit-out, power and cooling readiness, rack delivery, network deployment, cabling, server integration, validation, commissioning, and operational handover.

  • Partner with infrastructure build teams to ensure GPU deployments are aligned with facility readiness, including power, cooling, network, rack infrastructure, installation quality, and commissioning milestones.

  • Manage dependencies between construction, engineering, network delivery, supply chain, equipment installation, commissioning, software readiness, and steady-state operations.

  • Ensure project plans reflect the true infrastructure build sequence, including technical constraints, lead times, material availability, operational risks, and regional execution realities.

  • Support the successful transition of completed infrastructure into production operations and customer consumption.

GPU, AI, and High-Density Infrastructure Delivery

  • Drive delivery of high-density compute environments, GPU infrastructure, AI clusters, liquid cooling, air cooling, advanced rack architectures, and complex network/server integration programs.

  • Work closely with Data Center Design, Facilities, Power, Cooling, Network Engineering, Server Engineering, Software Engineering, Capacity Planning, and Operations teams to ensure deployment requirements are understood and executed.

  • Understand the infrastructure dependencies required to bring GPU platforms or clusters into production, including facility readiness, rack-level connectivity, structured cabling, network readiness, software integration, validation, and operational handoff.

  • Partner with engineering teams to translate technical requirements and infrastructure constraints into executable delivery plans.

Technical Infrastructure Leadership

  • Bring strong working knowledge of hyperscale data center environments, including compute infrastructure, network architecture, server connectivity, deployment sequencing, and operational readiness.

  • Understand multi-layer and multi-tier network designs, including how network, compute, storage, and software components connect and depend on one another.

  • Demonstrate familiarity with structured cabling, fiber cabling, server-to-network connectivity, rack-level connectivity, network validation, and infrastructure bring-up processes.

  • Work with technical teams to convert complex infrastructure issues into clear risks, actions, owners, recovery plans, and executive-ready summaries.

  • Use technical judgment to identify hidden dependencies, challenge incomplete plans, and ensure delivery schedules reflect real-world execution requirements.

Cross-Functional Execution and Stakeholder Management

  • Drive coordination across Data Center Design, Construction, Engineering, Network Delivery, Capacity Planning, Supply Chain, Logistics, Software Engineering, Data Center Operations, vendors, contractors, field teams, and executive stakeholders.

  • Operate effectively across multiple organizations with competing priorities, unclear ownership, regional complexity, and aggressive delivery expectations.

  • Lead issue resolution across organizational boundaries and escalate appropriately when executive decisions, trade-offs, or priority calls are required.

  • Ensure all stakeholders have clear visibility into program priorities, milestones, blockers, owners, actions, risks, and expected recovery timelines.

  • Manage external vendors, contractors, colocation providers, logistics partners, and strategic infrastructure partners to ensure execution quality and schedule alignment.

Schedule, Risk, and Recovery Management

  • Own detailed program schedules, milestone tracking, dependency management, issue resolution, and delivery risk mitigation.

  • Identify critical path risks early and drive mitigation before they impact committed timelines.

  • Track project health, delivery milestones, budgets, dependencies, readiness criteria, and operational handover status.

  • Drive regular program reviews, recovery checkpoints, escalation forums, and cross-functional execution meetings.

  • Ensure delivery commitments are backed by credible execution plans, clear ownership, realistic assumptions, and active risk management.

Executive Communication and Reporting

  • Prepare high-quality executive reports, escalation summaries, decision briefs, recovery plans, project health updates, and operational readiness reports.

  • Communicate complex technical and schedule challenges clearly, concisely, and in a way that enables leadership action.

  • Provide accurate visibility into program status, risks, mitigation plans, decision points, ownership, and expected recovery timelines.

  • Maintain strong written and verbal communication with senior leadership, technical teams, vendors, construction partners, and field execution teams.

  • Ensure all reporting is fact-based, structured, action-oriented, and appropriate for executive consumption.

Site Engagement and Global Deployment

  • Conduct regular site visits to monitor construction progress, installation quality, commissioning activities, infrastructure readiness, and execution blockers.

  • Be prepared for frequent travel across JAPAC and other global regions, including short-notice travel to support critical infrastructure programs.

  • Represent the organization at project sites, data centers, colocation facilities, vendor locations, construction sites, and regional execution hubs.

  • Work directly with local teams to validate execution status, assess blockers, coordinate recovery actions, and drive programs back on track.

  • Operate comfortably across time zones, cultures, regions, and globally distributed stakeholder groups.

Required Qualifications

  • Significant experience managing large-scale technical infrastructure, data center, cloud, hyperscale, or mission-critical technology programs.

  • Strong understanding of hyperscale infrastructure delivery processes, including data center build flow, construction dependencies, rack integration, network readiness, cabling, server deployment, commissioning, validation, and production readiness.

  • Experience delivering complex cross-functional programs across multiple stakeholders, vendors, partners, and geographic locations.

  • Strong technical understanding of data center infrastructure, including network and server connectivity, structured fiber cabling, multi-tier network architecture, power and cooling dependencies, and infrastructure sequencing.

  • Experience coordinating infrastructure build-out activities such as construction, engineering, tenant fit-out, network deployment, equipment installation, power upgrades, cooling readiness, commissioning, or operational handover.

  • Experience supporting GPU infrastructure, high-density compute environments, AI clusters, liquid cooling, air cooling, or advanced data center architectures.

  • Proven ability to manage multiple concurrent programs with competing priorities and aggressive delivery schedules.

  • Strong schedule management skills, including the ability to identify critical path risks, challenge timelines, expose hidden dependencies, and drive schedule recovery.

  • Strong analytical and problem-solving capabilities with a proactive approach to identifying, escalating, and mitigating delivery risks.

  • Experience managing external vendors, contractors, colocation providers, logistics partners, or strategic infrastructure partners.

  • Excellent executive communication skills, including the ability to prepare structured written updates, escalation documents, leadership briefings, and decision summaries.

  • Ability to travel frequently and globally, including on short notice.

  • Strong ownership mindset, urgency, judgment, and ability to operate with limited direction in ambiguous, high-pressure environments.

Preferred Qualifications

  • Experience delivering hyperscale cloud infrastructure or large-scale data center expansion programs across multiple global regions.

  • Knowledge of GPU infrastructure, AI/ML clusters, accelerated computing environments, high-density racks, and large-scale compute deployments.

  • Experience with high-density power and cooling deployments, including liquid cooling, advanced airflow design, facility upgrades, or data center capacity expansion.

  • Experience with colocation facilities, data center facilities, construction delivery, tenant fit-out, site readiness, commissioning, and operational readiness processes.

  • Understanding of software deployment, infrastructure automation, cluster bring-up, validation, and how software integrates with physical infrastructure to enable production readiness.

  • Experience working directly with material teams, supply chain, logistics partners, field engineering teams, data center operations, equipment vendors, and construction partners.

  • Formal project, program, or technical program management experience; PMP, PgMP, Agile, or equivalent certification is advantageous.

  • Experience preparing executive dashboards, escalation documents, recovery plans, operational readiness reports, and leadership decision briefs.
