The Cloud Management Department (CMD) leads Rakuten’s unified cloud infrastructure strategy by providing governance and essential tools to ensure seamless operations and high satisfaction among service providers and users. As the central point for strategy, planning, and process governance, we manage the cloud product portfolio, budgeting, quality, and security. Furthermore, we empower cross-departmental success through robust cloud foundations and management solutions.

As a Technical Project Manager in CMD, you will drive complex, cross-team and cross-department initiatives from definition through delivery. You will work directly with product managers and engineering leads across multiple organizations to align on scope, keep delivery on track, and ensure nothing falls through the cracks. This is a hands-on role - you are expected to be close to work, self-driven, and comfortable operating in ambiguous, multi-stakeholder environments.
Responsibilities
- Partner with product managers and engineering leads across teams and departments to define project scope, goals, and milestones
- Own scheduling, dependency tracking, and delivery reporting across multiple concurrent cross-functional workstreams
- Proactively surface blockers, risks, and schedule impacts - and drive them to resolution rather than waiting for escalation
- Familiarity with software development concepts at a sufficient level to participate in technical discussions with engineering teams
- Communicate project status clearly and on time to stakeholders at all levels, from engineers to senior management
- Identify resource needs and work with management to get the right people engaged at the right time
- Maintain a working understanding of budget tracking and cost control as it applies to project delivery
- Build and sustain strong working relationships with key stakeholders across the organization
- Identify and automate repetitive project management tasks - status collection, reporting, data aggregation - to free up capacity for higher-judgement work like stakeholder alignment, risk management, and decision-making
Mandatory Qualifications:
- Proven experience managing software or system development projects in an agile environment
- Track record of coordinating across multiple teams or departments to deliver complex initiatives
- Comfortable working directly with product managers and engineering managers to define scope and drive delivery independently
- Clear, concise communicator - able to translate technical progress into business-relevant updates and escalate risks early
Desired Qualifications:
- Background in computer science, engineering, or a related technical field
- Experience in platforms, infrastructure, or cloud services environments
- Familiarity with product management practices and how PM and PMO roles intersect
- Aptitude for automation - scripting, tooling, or workflow automation to reduce manual overhead
- PMP, CSM, or equivalent certification
