HE&R Senior Specialist

HE&R Senior Specialist will work closely with local and regional HE&R leadership and business teams to develop and execute reimbursement strategies, including preparation of dossiers for products that do not fit existing reimbursement frameworks.

Main Responsibilities

  • Lead reimbursement strategies for pipeline and in-market products, including strategic options, risk assessment, and mitigation planning

  • Navigate and influence multi-level stakeholders across local, regional, and global environments

  • Serve as the Japan liaison to the APAC CoE, aligning priorities and supporting localization of models and dossiers

  • Provide structured feedback to ensure local market needs and regulatory requirements are reflected

  • Drive cross-functional collaboration (Regulatory, Clinical, Government Affairs, BUs) to align evidence with payer expectations

  • Engage with KOLs, academic societies, and authorities (e.g., MHLW) to communicate product value and evidence needs

  • Develop and submit reimbursement dossiers, including applications for new price categories, and support Q&A and negotiations

  • Support development of strategies for products outside existing reimbursement frameworks in collaboration with leadership

  • Independently lead HE&R projects with strong ownership and delivery

  • Develop value messaging and supporting materials for internal and external stakeholders

  • Monitor policy trends and competitive landscape and translate insights into recommendations

  • Prepare reports and provide support to HE&R and business leadership

Minimum Requirements

Education:

  • Bachelor’s degree or equivalent

  • Degree in medical, pharmaceutical, biological, health economics, or other relevant scientific fields.

Background:

  • Typically 5+ years of relevant experience in Health Economics, Market Access, Regulatory Affairs, Clinical Science, Medical Affairs, consultancy, academia, or government.

  • Proven experience in preparing and/or supporting submissions to government authorities (e.g., MHLW), including development of supporting documentation and evidence packages.

  • Demonstrated ability to work effectively in cross-functional and multi-stakeholder environments, including collaboration across local and regional/global teams.

  • Experience interacting with external stakeholders such as government bodies, healthcare experts, or academic institutions is preferred.

  • Business-level English proficiency (spoken and written).

Preferred Requirements

  • A Master’s or Doctoral degree is preferred.

  • Experience in reimbursement, pricing, HTA, or evidence-based value demonstration is strongly preferred.

  • Strong analytical, strategic thinking, and communication skills, with the ability to translate complex information into clear, actionable insights.

  • Experience collaborating with regional or global teams (e.g., APAC) is preferred.

  • Proficiency in Microsoft Office applications (Excel, PowerPoint, Word).

  • A proactive mindset, with the ability to identify issues and propose practical solutions.
