Department Overview
Our department focuses on the formulation and execution of HR strategies that support the organization's sustainable growth.
Specifically, we lead the improvement of HR systems for mobile shops and work in coordination with the HR department to implement practices tailored to on-site challenges, thereby building a foundation for organizational discipline and motivation. Additionally, we oversee the recruitment of headquarters staff, deeply understanding on-site needs and acting as a bridge to the HR department to lead the acquisition of talent that the organization truly requires.
Furthermore, we aim to permeate the management vision through initiatives such as internal conferences, with the goal of increasing the sense of belonging among all employees and reducing turnover. Our mission is to maximize engagement between the company and its employees by approaching the organization from both "structural" and "passionate" perspectives.

With the expansion of the Rakuten Mobile Shop business, the importance of developing and improving HR systems to support on-site operations, strengthening recruitment for headquarters, and implementing employee engagement measures has grown. To align with business growth, we are looking to expand our team to promote HR initiatives that reflect on-site realities and to strengthen our recruitment and talent development functions based on organizational challenges.

Position Details
This position involves promoting organizational development and strengthening the human resource foundation by improving HR systems, recruiting headquarters staff, and managing internal initiatives to support the growth of the Rakuten Mobile Shop business.

- Planning and improving HR systems (evaluations, incentives, etc.) and coordinating with the HR department.

- Managing conferences (coordinating with executives, facility arrangements, hosting/facilitation, and overall operations).

- Supporting the recruitment of headquarters staff (developing recruitment strategies).

Work Environment
Talent Development Team: 7 members
Breakdown: 1 Assistant Manager, 6 Members

Mandatory Qualifications:

- Practical experience in business improvement or planning/promotion in areas such as HR planning, talent development, recruitment, HR system operation, organizational development, sales planning, or business promotion.

- Experience in proactively driving tasks from issue identification and policy planning to execution and operational stabilization while coordinating with multiple departments.

- Experience in organizing business workflows and operational rules, leading to standardization and improvement.

- Experience in facilitating smooth operations while coordinating with stakeholders in areas such as meeting management, internal event management, or project promotion.

- Basic documentation and communication skills necessary for creating materials, reporting, and explaining matters internally.

Desired Qualifications:

- Practical experience in HR system design (e.g., operation of evaluation systems or incentive programs).

- Experience in managing large-scale meetings or corporate events.
